What is the best windmill design for the blades?
please help. And how should they be tilt like which way???

The blades should be aerofoil cross-section with the cambered or curved side facing the relative airstream.
The blades should be twisted with a decreasing angle of incidence from the hub towards the tip. That means the angle between the chord and the plane of rotation is the largest near the root and the smallest near the tip.
Look at the propellers on a Turbo-prop driven propeller aircraft.

That depends on what kind of windmill you’re talking about. Traditional windmills, like those in Holland have blades up to 20 or 30 feet. Modern windturbines have blades that won’t even fit on an 18 wheel articulated truck. Those blades can be as long as 150 to 200 feet.

Some factors to help -
- blades should be fatter on the tips and thin in the middle to get maximum thrust per wind resistance/weight
- blades should be aerofoil shaped with the “sharp” edge pointing opposite the direction of rotation.
- blade pitch should be variable to allow experimentation – and also the best angle will change with wind speed
- the blades should be balanced perfectly.
