My friend is trying to tell me state law says only one is allowed on private land regardless of acre size.

Check with your local unit of government land office. If there is limitation they can cite if it is local ordinance or state law. It may be just a local limitation. There should be an appeals process for exceptions. If there isn’t it is time to contact lawmakers for some changes, be it at county level or state level.
