How many wind turbines are allowed on private land in the state of ohio per acre?
My friend is trying to tell me state law says only one is allowed on private land regardless of acre size.

Check with your local unit of government land office. If there is limitation they can cite if it is local ordinance or state law. It may be just a local limitation. There should be an appeals process for exceptions. If there isn’t it is time to contact lawmakers for some changes, be it at county level or state level.
If the lawmakers have no interest, you might consider testing it in the courts if you have the time and money to do so. A court would be more symnpathetic to a farmer putting up a pumping windmill and relatively small wind turbine for one’s own use. You could complicate things for anyone who complains by utilizing a Vertical Axis Wind Turbine. If you are trying to make a wind farm to sell power to the grid, that is going to be a tough row to hoe.
