CAMPAIGNERS against a wind farm will hold a public meeting on Sunday in a bid to “defeat” the plans of a Spanish multinational.

Residents of Closeburn will descend on the village hall at 4pm to discuss Acciona Energy’s plans for a 16-turbine development along the ridgeline between Closeburn and Thornhill at Auchencairn Forest.

Closeburn man Mike Steele said: “With wind farms at Dalswinton, Ae Forest, Daer Reservoir and Abington, we are in danger of creating a new landscape with over 250 wind turbines 15 miles long.

“the Auchencairn turbines will spoil the beauty of the Thornhill Scenic Area and chase away tourists.

“VisitScotland surveys show visitors come here for the natural scenery. Is a turbine natural?

“They will also contribute to a new wind farm landscape with hundreds of turbines stretching from Dalswinton to Abington in Lanarkshire; create noise that destroys Nithsdale’s incredible tranquillity; drastically reduce the habitat for resident Goshawks, owls and other raptors and kill migrating ospreys and geese.”

Mr Steele is urging people who cannot attend the meeting to lodge their objections with the council’s planning department before the deadline of October 28.

He added: “If this wind farm goes ahead, it would also destroy ancient monuments and hill cairns; create severe difficulties for civil aviation radar and low flying military aircraft; make millions for the Spanish company and the London-based absentee landowner and have 1,000 tonnes of concrete under each turbine that will never be removed.”

However, Mike Paffey, senior development manager of Acciona Energy, said: “We believe this site offers one of the best opportunities for developing a project which will help meet our future energy needs from renewable sources.

“We have a proven track record of developing projects sensitively and in close co-operation with local communities.”

Meanwhile, Edinburgh-based wind farm developer, Element Power, will be holding a series of public exhibitions in Upper Nithsdale to introduce local people to a proposal for a wind farm on Craigdarroch Farm approximately 4.5km south of Sanquhar.

The exhibitions will take place on October 27 from 4pm to 8pm at Hillview Leisure Centre in Kelloholm; October 28 from 4pm to 8pm at Carronbridge Village Hall; and October 29 from 10am to 2pm at Sanquhar Town Hall.

Rebecca Rankine, Element Power’s project manager, said: “We do hope that as many members of the local community as possible come along to these events to find out more about the wind farm proposal.

“These exhibitions will give local residents the opportunity to meet members of the Element Power project team and express their opinion on the proposal, before a planning application is submitted.”

She added: “the proposed Twentyshilling Hill Wind Farm currently consists of up to nine wind turbines with an installed capacity of up to 27 Megawatts (MW) and has the potential to generate enough electricity to power more than 14,300 homes; the equivalent of approximately 20 per cent of households in Dumfries and Galloway.

“If the wind farm were to be granted planning permission, an amount of £5,000 per MW of installed capacity would be paid annually into a trust fund by Element Power and the money would be split equally between the communities around the site and a regional fund set up by Dumfries and Galloway Council.”

This has to be done by first selecting any files that have Java Runtime Environment (can also be displayed as JRE and J2SE) listed in the file name. once the files are selected you should click on the Remove tab or the Change/ Remove tab.

You might have to repeat this step a number of times for removing individual Java files. It is advisable to get rid of all the files one by one to ensure a completely clean system.

After you have removed all the files the next step is to restart the computer. when the computer has been rebooted again the last step is to double click on the jre-1_5_0_09-windowsi586-p.exe file on the desktop. This will finish installing the latest Java version into your computer system.

Local budget: more spending power for ward councillors

Ward councillors have been armed with more spending power to help their communities, thanks to the Royal Borough of Windsor & Maidenheads expanding Local Budget programme.

This latest stage of the successful participatory budget (PB) that gives residents more say in how their council tax is spent will see each of the 57 councillors given £750 to support local community projects in their wards.

The councillors have flexibility to split the money between projects, award it as a lump sum to just one or they can work together to pool their resources either within their own wards or across ward boundaries, depending on the community action they believe is most deserving of a financial boost.

The member budgets enlarge the council’s PB portfolio which has already seen residents voting for how £250,000 of their council tax should be spent on schemes that are of benefit both borough wide and in the geographic areas of Windsor, Maidenhead and Ascot/The Sunnings. Residents are also continuing to vote online every month for the neighbourhood schemes bidding for a £2,000 share of a further £50,000 pot of council cash.

Cllr David Burbage, Council Leader, said:

“PB has been a fantastic and ongoing success. we have seen more and more residents wanting to use their votes to influence how this capital money should be used. now we are giving more spending power to individual councillors too so they can put £750 to what they believe is the best use in their own wards.

“Member budgets have existed for some time in a number of other authorities and represent a successful and direct method of addressing local priorities. This is a good opportunity for people involved in community projects and schemes to lobby their ward councillors for funding. It is another aspect of the council’s determination to make services and spending as local as possible and responsive to community needs at street level.”

This is why U.S. tech companies keep mountains of cash around – to get through busts. Less well-capitalized American companies such as Evergreen Solar (ESLR), meanwhile, are falling by the wayside.

Something very similar happened to the PC market in the late 1980s when it seemed Japanese producers were about to take over the U.S. computer market. But Dell (DELL) and its just-in-time mass customization production turned the tables on that glut. Dell didn’t take parts until Dell booked orders, the time between paying and collecting was squeezed, Dell gear didn’t rot in warehouses, and Dell seized share.

Solar is so early in its evolution that new technologies are guaranteed to provide a huge improvement in value-for-money over the old. try efficiency of 19.3% , a huge jump from current products. Or how about a panel system that produces AC power – no more expensive, energy-gobbling inverters. And what if silicon wafer costs could be cut 50%?They can be.

So long as value is there, tech markets keep growing despite the boom-bust cycle. Stuff that produces electricity while just sitting on your roof, that keeps producing it for years, obviously has value. Thus loan guarantees are still being given. Thus IDC expects total solar photovoltaic shipments to reach 30 Gwatts in 2015.

That’s still less than a tenth of U.S. baseload requirements, but it means tech analysts, who know these things, expect solar capacity to keep doubling, and re-doubling, and doubling again. From a tenth of baseload supply, it won’t take many more doubles to equal it.

The energy crisis, in other words, will end. the technology to end it is not yet in the market. But history shows it’s coming, and you can bank on that — even if it’s tough to find a way to invest in it now.
